This a story about Rio Rollins who work as dealer at Howard Resort Hotel (Casino). She is a popular dealer that known as "Goddess of Victory" because she can bring to everyone who saw her.
 She also a gate holder, According to the anime if a dealer holds one of the 13 legendary cards called Gates, and whoever collects them all will get the title, "Most Valuable Casino Dealer" (MVCD). Something like MVP, i think.

To summary all, Rio -Rainbow Gate is just an ecchi anime with ridiculous among of fan services (non stop) for a whole episode without any serious plot. Even thought the anime genre is about Gambling, they didn't show us any gambling skill at all, only some weird delusion when gambling.
